[SMM Hydrogen Energy Policy Express] Liuheng, Zhejiang Supports the Development of Hydrogen Energy Industry

Recently, the Liuheng Administrative Committee of Zhoushan Archipelago New Area in Zhejiang Province issued the Several Policies on Further Promoting the High-Quality Development of Liuheng's Real Economy.

The document states that it supports the development of the hydrogen energy industry. It encourages the implementation of integrated demonstration scenarios involving hydrogen production from clean energy, energy storage, and the application of hydrogen-powered vehicles in factory areas. Enterprises will receive a 30% subsidy, up to a maximum of 3 million yuan, for expenses incurred in design and R&D, hydrogen production equipment, the purchase and leasing of hydrogen-powered vehicles in factory areas, etc. For hydrogen energy systems produced in Liuheng that meet the conditions for demonstration applications, a subsidy of 6,000 yuan/kW will be granted based on the rated power of the hydrogen fuel cells produced and sold (the annual cumulative amount of this subsidy will not exceed 6 million yuan). Greater support will be provided to hydrogen refueling entities, with a certain subsidy granted based on the annual cumulative hydrogen refueling volume of hydrogen refueling entities. For an annual cumulative volume not exceeding 30,000 kg, a subsidy of 40 yuan/kg will be granted; for an annual cumulative volume exceeding 30,000 kg, the excess portion will be subsidized at 25 yuan/kg.

Several Policies on Further Promoting the High-Quality Development of Liuheng's Real Economy

In order to thoroughly study and implement the important speech spirit of General Secretary Xi Jinping during his field trip to Zhejiang, comprehensively implement the deployment of the economic work conferences of the central government, the provincial party committee, and the municipal party committee, ensure the effective implementation of several policy measures to promote high-quality economic development, support the development of Liuheng's real economy through multiple measures, and continuously stimulate the vitality of market entities, this policy is hereby formulated.

I. Stimulating the Vitality of Enterprise Scientific and Technological Innovation

(1) Supporting enterprises in increasing their efforts in scientific and technological R&D. Enterprises are encouraged to increase their R&D investment and strengthen independent innovation. For R&D expenses incurred by industrial enterprises above designated size, a certain subsidy will be granted based on the R&D expenses eligible for additional deduction in the previous year as recognized by the tax authorities (excluding government subsidies and R&D expenses entrusted to external institutions). Enterprises with R&D expenses accounting for 3% or more of their operating revenue and an annual growth rate of over 10% will be awarded 15% of the incremental R&D expenses, with a maximum award of 500,000 yuan.

(2) Strengthening the cultivation of innovative enterprises. Enterprises that are recognized as national high-tech enterprises for the first time will receive a reward of 150,000 yuan each; enterprises that are re-recognized will receive a reward of 100,000 yuan each. Enterprises that are rated as provincial-level technology-based small and medium-sized enterprises for the first time will receive a reward of 30,000 yuan each; enterprises that are rated as provincial-level innovative small and medium-sized enterprises for the first time will also receive a reward of 30,000 yuan each.

(3) Supporting enterprises in establishing innovative platforms. Support will be provided for the establishment of R&D institutions, research institutes, technology centers, etc., to promote full coverage of R&D activities and R&D institutions in industrial enterprises above designated size. Enterprises that are newly approved as national, provincial, or municipal-level enterprise research institutes, laboratories, R&D centers, or technology centers will receive rewards of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively.

(IV) Support enterprises in actively developing independent intellectual property rights. Encourage enterprises to achieve breakthroughs in invention patents through transfer and new applications. Enterprises that achieve breakthroughs in invention patents in the current year will be awarded 10,000 yuan each. For newly added high-value domestic invention patents, each will be awarded 5,000 yuan. For data intellectual property rights that have been registered, each will be awarded 2,000 yuan. Enterprises that implement the national standard for enterprise intellectual property management and achieve a qualified or higher performance evaluation will be awarded a one-time grant of 50,000 yuan each. Enterprises that implement the international standard for innovation management intellectual property and pass the Level 1 or Level 2 grading evaluation will be awarded 50,000 yuan and 80,000 yuan respectively.

II. Support the Improvement, Expansion, and Efficiency Enhancement of the Industrial Economy

(V) Support the growth and development of enterprises. Industrial enterprises that reach the designated scale for the first time will be awarded 150,000 yuan, which will be paid in two installments. In the first year, they will receive 50,000 yuan, and if they maintain their scale in the second and third years, they will receive an additional 100,000 yuan as a stability incentive in the third year. Advanced manufacturing enterprises above the designated scale with an annual output value growth rate of 10% or 20% and above will be awarded 100,000 yuan and 150,000 yuan respectively. Enterprises listed as provincial-level "Hidden Champions" in manufacturing will be awarded a one-time grant of 300,000 yuan. Enterprises listed as provincial-level "Specialized, Sophisticated, Unique, and Innovative" and municipal-level "Specialized, Sophisticated, Unique, and Innovative" will be awarded one-time grants of 200,000 yuan and 100,000 yuan respectively.

(VI) Support technological transformation and innovation in enterprises. For technological transformation and investment projects of industrial enterprises that align with the industrial development of Liuheng, with an investment amount of 300,000 yuan or more but less than 3 million yuan, certain subsidies will be provided. Ordinary technological transformation investments will receive a one-time subsidy of 10% of the equipment investment amount. Investments in "robots", automated equipment or automated intelligent production lines, digital economy industries, and strategic emerging industries equipment will receive a one-time subsidy of 20% of the equipment investment amount.

(VII) Support the green development of enterprises. Encourage enterprises to develop in a green manner and actively establish green factories and green industrial parks. Enterprises that successfully establish national, provincial, or municipal-level green factories or green parks will be awarded one-time grants of 300,000 yuan, 200,000 yuan, and 100,000 yuan respectively.

(VIII) Support the improvement of enterprise quality and branding. For newly recognized national and provincial-level first-set major technical equipment, one-time grants of 500,000 yuan and 200,000 yuan will be awarded respectively. Enterprises that win the provincial-level Excellent Industrial New Product Award will be awarded a one-time grant of 100,000 yuan. New products (new technologies) identified at the provincial level and above, as well as "Made in Zhejiang" boutique products, will be awarded a one-time grant of 100,000 yuan. Enterprises that win the provincial, municipal, or district-level government quality awards (including nomination awards) will be awarded one-time grants of 200,000 yuan, 100,000 yuan, and 50,000 yuan respectively. Enterprises participating in the formulation and completion of international, national, industrial, and local standards will be granted one-time rewards of RMB 300,000, RMB 200,000, RMB 100,000, and RMB 50,000 respectively. For enterprises jointly participating in the formulation, rewards will be allocated based on their participation ratios. Enterprises rated as five-star provincial benchmarking enterprises for enterprise management improvement will be granted a one-time reward of RMB 100,000. For enterprises rated as five-star, four-star, and three-star municipal benchmarking enterprises for enterprise management improvement, one-time rewards of RMB 50,000, RMB 30,000, and RMB 10,000 will be granted respectively.

(9) Support for the digital transformation of enterprises. Support for the digital reform of enterprises. Enterprises listed as municipal or above-level smart factories (digital workshops) or digital benchmarking enterprises will be granted one-time rewards of RMB 100,000 and RMB 50,000 respectively. Support for enterprises to actively participate in provincial, municipal, and district-level "project unveiling and leadership" projects. For enterprises that participate in and pass the acceptance of provincial, municipal, and district-level "project unveiling and leadership" projects, one-time rewards of RMB 500,000, RMB 250,000, and RMB 100,000 will be granted for each project respectively. Core enterprises in the digital economy with annual output values reaching RMB 30 million, RMB 50 million, RMB 70 million, and RMB 100 million for the first time will be granted one-time rewards of RMB 50,000, RMB 100,000, RMB 200,000, and RMB 300,000 respectively.

(10) Support for the development of the hydrogen energy industry. Encourage the implementation of integrated demonstration scenarios such as clean energy-based hydrogen production, energy storage, and hydrogen-powered vehicle applications in factory areas. Provide a 30% subsidy, up to a maximum of RMB 3 million, for enterprises' expenses in design and R&D, hydrogen production equipment, hydrogen-powered vehicle purchases and leases in factory areas. For hydrogen energy systems produced in Liuheng that meet the conditions for demonstration applications, a subsidy of RMB 6,000/kW will be granted based on the rated power of the hydrogen fuel cells produced and sold (the annual cumulative amount of this subsidy will not exceed RMB 6 million). Increase support for hydrogen refueling entities. Provide a certain subsidy based on the annual cumulative hydrogen refueling volume of hydrogen refueling entities. For an annual cumulative volume not exceeding 30,000 kg, a subsidy of RMB 40/kg will be granted. For an annual cumulative volume exceeding 30,000 kg, the excess portion will be subsidized at RMB 25/kg.

III. Promoting the High-Quality Development of Modern Service Industries

(11) Support for the quality improvement and capacity expansion of service industry enterprises. Support for above-scale service industry enterprises (excluding wholesale, retail, accommodation, and catering industries) to expand their business volumes. Enterprises with revenue growth rates of 10% and 20% or above in the current year will be granted rewards of RMB 50,000 and RMB 100,000 respectively. Newly listed above-scale service industry enterprises (excluding wholesale, retail, accommodation, and catering industries) will be granted a reward of RMB 100,000, which will be paid out in two installments. A reward of RMB 50,000 will be granted in the first year. If the enterprise remains above-scale and maintains positive growth in the second and third years, a stabilization incentive of RMB 50,000 will be granted in the third year. Enterprises selected as provincial and municipal leading enterprises in the service industry will be granted one-time rewards of RMB 200,000 and RMB 100,000 respectively.

(12) Support for the development of the cultural tourism industry. Support the development of the cultural tourism industry. Actively build tourism attraction brands, and provide a one-time reward of 200,000 yuan to tourism attractions that are rated as 3A-level for the first time. Encourage the development of characteristic island homestays, and provide a one-time reward of 30,000 yuan to those that are rated as the most beautiful homestays under the "Island Living in Zhoushan" program for the first time. For those rated as provincial silver, gold, and platinum homestays for the first time, rewards of 100,000 yuan, 200,000 yuan, and 300,000 yuan will be provided respectively. Encourage the cultural industry to empower rural revitalization, build model rural tourism villages, create a number of nighttime cultural tourism consumption brands, and develop a batch of characteristic tourism products, providing certain subsidies for their establishment costs.

(13) Support the transformation of individual service industry businesses into enterprises. For individual service industry businesses that complete the transformation into enterprises, are included in the statistical scale in the current year, and maintain sustained growth, in addition to enjoying the scale-up subsidies, they will also receive an annual reward of 20,000 yuan for up to three consecutive years.

IV. Accelerate the expansion and development of the business economy

(14) Support the development of wholesale and retail businesses above the designated size. For wholesale and retail businesses that are included in the statistical scale for the first time, a reward of 100,000 yuan will be provided, with 50,000 yuan awarded in the first year. If the businesses remain above the designated scale and maintain positive growth in the second and third years, a one-time incentive of 50,000 yuan will be provided in the third year. For wholesale businesses above the designated scale with a year-on-year sales growth rate of 15%, 25%, or above, rewards of 50,000 yuan and 100,000 yuan will be provided respectively.

(15) Support the development of accommodation and catering businesses above the designated size. For accommodation and catering businesses that are included in the statistical scale for the first time, a reward of 60,000 yuan will be provided, with 30,000 yuan awarded in the first year. If the businesses remain above the designated scale and maintain positive growth in the second and third years, a one-time incentive of 30,000 yuan will be provided in the third year. For accommodation and catering businesses above the designated scale with a year-on-year turnover growth rate of 15%, 25%, or above, rewards of 30,000 yuan and 50,000 yuan will be provided respectively. For accommodation businesses above the designated scale with a turnover that breaks through 30 million yuan, 50 million yuan, or 100 million yuan for the first time, one-time rewards of 100,000 yuan, 150,000 yuan, and 200,000 yuan will be provided respectively.

(16) Support the steady and positive development of foreign trade. Support foreign trade enterprises in growing stronger and carrying out solid "going global" initiatives, organize enterprises to participate in key international exhibitions at home and abroad, and support enterprises in exploring overseas markets. For import and export enterprises participating in overseas exhibitions, a subsidy of 50% of the booth fee will be provided. For enterprises that obtain overseas trademark registrations, a subsidy of 25% of the registration fee will be provided. For enterprises that obtain overseas invention patents, a one-time reward of 20,000 yuan will be provided.

(17) Support greater efforts to attract and utilize foreign investment. Provide support for foreign direct investment and profit reinvestment by foreign-invested enterprises. For manufacturing foreign investment projects that actually utilize foreign investment of $1 million or above in the current year, a reward of 20,000 yuan will be provided for every $1 million, with a maximum reward not exceeding 1 million yuan.

18. Foster and Strengthen E-commerce Market Entities. For e-commerce enterprises whose annual online retail sales first exceed 1 million, 2 million, and 5 million yuan, one-time rewards of 20,000, 40,000, and 100,000 yuan are given respectively. For newly rated municipal model e-commerce live streaming "Common Prosperity Workshops", the operating entities receive a reward of 30,000 yuan; for those listed as provincial-level e-commerce live streaming "Common Prosperity Workshops" typical cases, the operating entities receive a reward of 50,000 yuan.

19. Support the Development of the "Food Basket" Project. For newly built "Food Basket" stores with an operating area of 150 m² or more and "Fish Basket" stores with an operating area of 20 m² or more, after passing inspection and signing a standardized operation agreement for three years or more, based on the actual operating area, one-time start-up subsidies of up to 250,000 and 100,000 yuan are provided respectively; for "Food Basket" stores that strictly implement price-capped supply, certain subsidies will be given, with specific subsidy methods to be determined separately.

V. Other

20. Cultivate and Develop Strong Enterprises. Fully support key enterprises in various fields to become more specialized and stronger, leveraging the leading role of leading enterprises. Based on the enterprise's annual output value, sales, regional comprehensive contribution, safety production, growth vitality, and innovation capabilities, a number of key, backbone, leading, and growth-oriented enterprises are evaluated annually, and given certain rewards.

VI. Supplementary Provisions

21. Enterprises that experience major safety, food safety, environmental pollution incidents, or major mass incidents, and fail to pay relevant taxes and fees in a timely manner as required, will not enjoy this policy.

22. Enterprises rated D in the comprehensive evaluation and identified as inefficient enterprise rectification targets for the year without completing the rectification will not be eligible to enjoy these benefits.

23. This document is interpreted by the Economic Development Bureau and the Finance Bureau of Liuheng Management Committee, and it comes into effect from January 1, 2025, with a validity period of three years. The "Several Opinions on Accelerating the Development of Liuheng Service Industry" (Document No. 40 [2023] of the CPC and Government Office of Liuheng Management Committee of Zhejiang Zhoushan Archipelago New Area) is hereby repealed simultaneously.
